Biography of H.E. Roudy Stanley PENN
Roudy Stanley PENN is a Haitian diplomat, political scientist, and expert in democratic governance. He currently serves as Ambassador of the Republic of Haiti to the Republic of China (Taiwan), having assumed the position in September 2025. He previously held the same post from 2021 to 2024, making this his second appointment to Taiwan.
Recognized for his commitment to strengthening democratic institutions and modernizing political life in Haiti, he has built a distinguished career at the intersection of diplomacy, public policy, electoral governance, and political consulting.
With more than fifteen years of experience in public affairs and international relations, Ambassador PENN has held several strategic positions within the Haitian government and international organizations. In 2017, he founded PoliticoTech, a political consulting firm dedicated to promoting democratic innovation, institutional strategy, and the professionalization of political life. Beyond his diplomatic and institutional work, Ambassador PENN is also an author and public intellectual. His publications focus largely on democracy, political participation and diplomacy.
Among his notable works are Advocacy for the Lowering of the Age of Eligibility and Appointment to Political Office (2013), Youth and Political Struggles in Haiti (2014), and The Dissolution of Parliament: Study on the Fragility of the Haitian State 1843–2016 (2023).
